"Hips 'n' Lips" was written by Rami Yacoub, Savan Kotecha, Arnthor Birgisson and Max Martin. It was produced by Birgisson.
In 2006, the song was pitched to Spears' management team for her fifth studio album, Blackout, around the same time Spears began working with producer Christopher "Notes" Olsen between 2006 and 2007.
If the song was recorded, it is likely Spears recorded it in her home studio with Olsen.
The song was later given to and recorded by American singer Joanna Pacitti, but remained unreleased.[1] The demo performed by an unknown artist has leaked online. You can listen to it here.

- The demo of the song, along with another demo titled "Cowboy" and other unfinished beats produced by Olsen, was leaked from a CD titled Britney + Notes which was obtained through Oslen's relatives.[2]
- On some websites, Martin and Olsen are mistakenly credited as producers. As far as is known, Martin was only involved as a co-writer and Notes was not involved with creating the song.
